You can likely keep your games' app data intact during the installation and formatting process. Copying them to the new Windows 11 drive should not cause issues.

Ignoring "appdata"... what details do you want to preserve and transfer to the updated operating system?

The appdata for games such as Valorant, Fortnite, and GTA V suggests that if they aren't present during startup, the games likely won't launch.

I wasn't clear on what you were asking about.
I meant things such as save points or login details.
After updating the operating system, reinstalling the games using the same account should work without issues.

The game installation files are unlikely to be in the AppData folder.
I doubt the approach you're considering will succeed.
I haven't attempted this before, but relocating AppData from a Win 10 setup to a new Win 11 one probably won't help.
If I were you, I'd test it with non-essential data on a clean OS installation that can be easily reset.

Is appdata required for the game to start, or is there another reason you're concerned?

I believe you're mixing up some terms.
Are you asking about the %appdata% directory in Windows? Or are you talking about data for games in general?
For games, you can move the installation folder to a new setup, but sometimes it doesn't work perfectly and you need a game downloader—like from Rockstar or Steam—to re-upload the missing files. It won't be the full game (such as the 100GB for GTA V), but just a few gigabytes.
I recently reformatted my system and managed to move almost everything smoothly.
Steam is especially straightforward for transferring to a new machine.

There isn't much information saved in %appdata%. It's mainly kept in the installation directory and occasionally save data goes to the Documents folder.
Even so, if any data exists in %appdata%, it doesn't make sense to skip installing the game on a fresh setup and moving the old files.
