Have you tried it before? I tend to be careful about third-party programs changing my OS, so I'm just asking out of caution.

Tested it, but it didn't function properly. Received a warning about trying to access the registry.

no, i am sorry, it was the first thing i found. i guess you have to try software, there is no implemented support the problem is, that every programm that tries to enable this feature probably needs access to the registry.

This seems really tough to manage, isn't it? It looks like they're struggling with the setup. I bet Linux would be much smoother for them.

It was always present but turned off, though Vista probably had it enabled. You can try using Deskscapes as well. (by stardock) Dreamscene has its own specific area in DeviantArt. I previously used tools from the same developer, but they didn't work for me—this wasn't due to the apps themselves, but because of my pirated Windows setup. Now I'm using a genuine Windows 8.1!

Is the 8.1 version actually allowing GIF backgrounds? It seems like it shouldn't be disabled if it's already present. That doesn't make much sense.
