Could you assess whether it's safe to increase the speed of this PC using its built-in cooling system?

one can always attempt, though they don't mention which motherboard works best aside from the correct chipset Z170 for overclocking. If I tried, I'd go very slowly... or check the motherboard with SPECCY to gather detailed specs.

Would it be possible to safely increase the speed of this PC using overclocking, given its existing liquid cooling setup? The system uses a H60 or H80 cooler and has a K processor, which means overclocking is feasible. The extent of the increase will depend on how high the core temperature gets during operation.

as long as you maintain temperatures under 80C or lower (i prefer 70C or less personally), everything should be okay. Regarding the exact temperature range, it will vary depending on the clock speed you're using. My estimate is around 4.4 to 4.6ghz, but without more details such as your motherboard type, power supply model and specifications, and real-world cooling performance, it remains just an approximation.

The bestbuy listing indicates that the motherboard is an MSI PC Mate z170a.
