Certainly confirmed it runs at 165Hz. The global vsync controls in the panel are set to "Use the 3D application setting," which defaults except for Power management where I chose "Prefer maximum performance." I adjusted the preferred refresh rate to "Highest available" but it didn’t affect anything. I also switched the control panel’s vsync option to "Off" and that had no impact either. To confirm, should I be viewing all frames in windowed borderless mode? I previously believed windowed mode was fixed at 60fps.

I frequently use borderless windowed settings across most games I play, achieving over 60 FPS for me. That makes me worried I can't assist you without being truthful. If no one responds, I recommend just searching online.

Shows 120-170fps without borders, but the rate seems off—it feels like 60fps. Once I switch to fullscreen, the frame rate matches and looks correct. Thanks for your help! If no one replies, I’ll just tolerate it until I upgrade my PC in a few years. At least I’m getting the expected performance in fullscreen.
