The CPU plays a role in handling multiple tasks. Running a borderless windowed game doesn't fully utilize the CPU since it operates similarly to other open programs. It's different from giving the CPU top priority, which happens when running in fullscreen and allows it to use more processing power. Generally, a stronger CPU leads to better performance with windowed games.

Thanks for the advice! The game's maximum cap is 200, but I'm only getting around 120fps. Switching from borderless to fullscreen makes it feel much smoother and lets me see all 120fps. VSync is off, which caps my FPS at 60 even though my monitor and Windows are set to 165. Updated August 3, 2016 by Trog

It sounds confusing. I’m not very familiar with this, but maybe removing and readding the graphics card drivers could help.

I've experienced a few clean reinstalls recently, but they haven't fixed the issue. It seems like I'm consistently seeing fullscreen FPS rates while using windowed borderless mode.

Checked the details and noticed NVidia supports V-sync within the Control panel as well. Look at that section to confirm its status.
