The Dell 9020 features a fairly typical mid-tower design from Dell. The SFF version is essentially a mirrored ATX variant, differing mainly in appearance rather than core specifications.
You'd need to cut a hole in an IO shield on the back and find a way to create your own mounting spots for standoffs, though with enough metal work it's doable. Some Pentium 4 models from Dimension fit standard mATX cases, but you'll have to reverse-engineer the front panel connectors.
It's the mini tower. I had one where I took out the HDD cage, so I could install something like a 1070.
Of course it wouldn't be simple, would it? I was just a random person. Maybe I'll get a cheap case and a decent board instead.
To achieve the Optiplex sleeper style, remove the back panel and motherboard plate from a 9020 case and replace them with a cheaper mATX case. Then, cover the OptiPlex with a regular chassis.
