I own a rig with a gigabyte h310m a and plan to add an i5 8400 eight more gigs of ram. It now has two sticks of crucial ballistx 3000mhz RAM (the board supports base speed RAM of 2666mhz max, I think). I’m considering getting a gtx 770 970 or an rx 480, whichever is cheaper since my budget is tight. My concern is whether this board can handle overclocking or if we need a new motherboard?

The integrated UHD 630 paired with the i3-8100 would outperform your older 7950 GT.
RX 480 makes sense, wouldn't it? They offer a full 4GB of VRAM at maximum performance. The GTX 970 performs well, particularly when boosted, though its 0.5GB of 4GB VRAM operates at a slower speed and can hinder performance if more than 3.5GB is used.

No, H310 chipset motherboards aren't compatible with overclocking. A more costly Z370/Z390 board would be required for that. Also, the i5-8400 is a restricted processor, so it doesn't allow overclocking either. Intel labels CPUs that support overclocking with a "K" at the end, like the i5-8600K, but these models lack a cooler and would need a minimum 120mm tower cooler for such a chip. If you aim for superior gaming performance, it's better to invest in a graphics card instead. You probably won't notice significant gains from upgrading your CPU alone. Could you tell me the current CPU model and monitor resolution?

To achieve higher speeds, you would need to adjust timings and such, but this is unlikely to succeed.
Among the three GPU options you mentioned, only the 970 offers real value.

I would suggest $130 including tax and shipping, for used new or refurbished items. I’m located in the USA and mainly shop on eBay, planning to purchase around Christmas.
