Usually yes, no. Xeon CPUs lack unlocked multipliers and an HP workstation motherboard won't offer BIOS settings for overclocking.

The positive aspect of the z600 is that you can install an additional processor, effectively doubling your processing capabilities. You can also reach the highest level with a x5670/x5675 configuration:

You must use Windows Pro for dual socket functionality. Windows Home will not support it.

Are you certain? I recall that following NT, dual socket support was largely built-in into the codebase. Quad processor support, however, needed specific versions at that time.
