It seems unusual. The idea is possible, but I’m not sure. If Disk A has Windows installed, you could try moving everything there. Boot from Disk A, remove the files from Disk B’s C: drive, then transfer them to Disk B’s partition. Would that work without issues?
Program files aren't required. User files are fine. Just adjust the location for your Libraries afterward.

I just wanted to expand on my previous point. You don’t want to copy the whole User folder; that way, things like AppData stay in place. But your Photos, Music, Videos, and other files are flexible—you can relocate them wherever suits you best.
