Can you confirm if it's safe to overclock the CPU and GPU together, using a 620w 80+ bronze power supply with fans and separate coolers for each component, while running a GTX 970 and i5 4690K?

It's secure to run both overclocked at once. I'm thinking you have the Seasonic S12-II 620w PSU, which is a solid unit and should handle it well.
