The store suggests an i7 4790 non k for your setup. Your current specs include a 4770k OC, 4.3ghz, 16gb RAM at 2133mhz, and 8gb recommended. No speed boost is mentioned. You own an R9 290x i9 and intend to add another to an xfire. Will this configuration handle 1080p at max? There are no external benchmarks available. Consider getting the card now or wait for Black Friday to see if you can upgrade without delay. Any advice would be appreciated.

Hold on until the game is released to check if it runs smoothly at maximum settings.

The specification didn't mention RAM speed as it wouldn't affect the outcome

Uncertain about the release, but as long as it's a solid port, you shouldn't run into issues. (Except possibly AA)

It's still cooking. We're not sure if it'll be too hot or too cold once it's finished. (We haven't determined yet)

More than likely you're fine, you might have to turn down a few settings. But depending on your monitor you might not even notice the change.

It's really tough to predict performance because no one knows how the game will run on PC. I think a 290x should work just fine.

If you fire this way, it's likely to work. Particularly when aiming for 60 fps.

We don't have certainty about Fallout 4's performance. Still, it seems you're likely okay. 1080p at 290x should work fine. You might not need a second graphics card, and we're unsure how well multi-GPU setups will function with F4. Mods could require more power if they become demanding, but overall it should be manageable.
