Can a high-quality water cooling solution be restricted by VRM? Yes, and it may not be suitable for some air cards lacking sufficient space.

Water cooling itself isn't an issue, but it does reduce airflow around VRM. This effect is strongest when switching from a CPU cooler with a down draft (fan parallel to MB). Therefore, ensuring good case cooling becomes crucial. Placing a radiator at the back of the case might block VRM entirely; better to position it at the top with an exhaust fan at the rear. VRM without a heat sink is particularly at risk.
