Regarding performance differences, CoD might appear sluggish compared to BF3, but its lack of optimization leads to poor overall performance. r9 270 on an overclocked intel core 2 duo runs at 3.2 ghz. Many gamers use weaker systems and still achieve smooth performance with 60fps and 4GB DDR2 at 800mhz. I plan to upgrade everything soon.

Verify your GPU usage on the afterburner during gameplay. The updated drivers seem to have affected this. My GPU wasn’t reaching maximum load, unlike others on the forum who reported issues. CPU appears to be severely constrained—consider upgrading soon.

thats why major bottle neck with a good CPU that isn't gonna bottle neck your video card you'll get massive performance gains

30 ping isn't too high. Ping shows how long it takes for data to travel between your device and the server. 30 milliseconds means a round trip of 60 milliseconds. Usually I experience 10-20 ping during online games, but your issue might be related to hardware causing frame skips.
