Can this be a CPU bottleneck
Hi. When playing GTA 5 in the city, especially in crowded zones, the game stalls at around 40-45 FPS. Could this be due to a CPU limitation? My system has an 8-core processor, and the GPU is running at about 40-50% usage. The CPU is also around that level. I think it might be related to the CPU handling too many threads, but since the GPU isn’t throttling and other games run smoothly, it’s possible.
I'm unable to locate this CPU on Intel ark. It appears the CPU might be outdated, making it a potential weakness in this setup.
Is this happening in story mode? What are your current graphics configurations? What is the brand and model of your display?
It's bottleneck tho
I have Xeon W3550 on my old PC and i was using that CPU with GTX 1060 3GB and i can confirm i had worse performance in many games
(For example AC Origins, Resident Evil 7, Batman Arkham Knight, Far Cry 5, GTA V - especially online, Final Fantasy XV) Especially if you don't have air cooling but passive temperature can be more than 80 degree

This is the only game I struggle with, the others I play without issues.
As you see, the main problem is only in GTA 5. The video matches the same specifications. If the person wasn't playing on Ultra (except for MSAA, which is at double), he'd see much higher FPS. This would reduce usage to around what the OP describes. It's also unclear what his Advanced Graphics settings are.
The video demonstrates no bottleneck since the CPU rarely hits 80% and the GPU stays at 99-100% (which is excellent). It also shows that his FPS drops even more when joining an online lobby. This is due to GTA 5's general optimization—more players in the lobby mean more activity in the open world, leading to lower FPS. Regardless of having top-tier hardware, the performance will remain similar.
To fix this, the graphic settings should be customized as much as possible. But even then, FPS will still decrease when joining online lobbies. This is how the game behaves.
Not sufficient for GTA5. My Xeon E3-1230v2 offers improved IPC and a higher clock speed, but it still caused bottlenecks even with my 290x and 980 Ti.
