I will get the q9650 soon and am considering the optimal low-profile GPU to pair with it. I currently have a GT 1030 installed, but I'm unsure if upgrading to a GTX 750 TI would be better or if the older processor will limit performance.

I would say it could slow things down slightly, depending on how CPU-heavy the game is. But I believe it should work okay.

I thought about it too, since I saw some videos where the GPU was busy at 80% while the CPU was at 90%, and in other cases it was the opposite.

The upgrade will be small but real. I would hold out for a GTX1050. I'm running a GTX1050Ti on a Q9505S. I'm limited to 8GB RAM and with the 4GB GPU it hits a limit there sometimes but the CPU is OK. The 2GB GTX1050 should work just fine as long as you have 8GB RAM.
