I believe it's possible if you mapped the shared folder. Or alternatively, you might simply transfer the steamapp folder to another computer.

If by backup you mean moving the files to another machine, you can create a shared folder on the target computer. Then you can transfer your games by accessing the Steam Library directory (or creating one if needed) and copying the files there. To restore, simply place the game back into the Steam Library’s common folder and try installing it again. Steam will recognize the files and confirm them without needing to re-download. Keep in mind that if updates occurred during the backup and restoration, Steam may need to fetch those updates before confirming the installation. If you wish to play over the network, this option is possible but requires additional steps.

If you pasted it correctly, Steam will only find existing files rather than re-downloading everything.

If you prefer the game to appear without delay, you must also duplicate its appmanifest located at the root of the Steam Library folder (just above the "common" directory containing the games). To identify the right app manifest file, visit the game's store page and record the number in the URL. For instance, the URL for Call of Duty: WWII is https://store.steampowered.com/app/47660...Duty_WWII/, indicating the appmanifest should be named appmanifest476600.
