There are numerous operating systems available. Here are a few examples: Windows XP, under 10GBs; Windows 8.1 (my version); 19.2GBs for Windows 7 and 8; they're comparable to 8.1.

You have the option to adjust your installation for size or performance. Removing unnecessary programs can reduce storage usage, while installing everything—even old protocols—can make your OS much larger. I recall when XP was still in use that I managed to keep it around 2-2.5Gb while keeping it usable by eliminating nonessential components, saving a few megabytes here and there. Over time, this kept the system small enough to fit on a 10Gb HDD with plenty of room. I haven’t modified anything after XP because HDDs have become more affordable, and upgrades have given me ample space without worrying about storage consumption. I’m currently running 8.1 on an 80Gb SATA drive and don’t have any concerns about space at all.

You can turn off features such as hibernation to free up space that the hyperfil.sys file consumes almost all your memory, and similar issues can arise if many programs are installed or removed over time. Windows may continue to expand if you're not mindful of what's being used.
