I'm considering if undervolting my Ryzen 7 9800X3D might cause any harm.
The old CPU stopped working after five months, so I undervolted it to prevent overheating. The temperatures were stable afterward, but since the new one failed, I'm unsure and would like a second opinion on this matter.
Nope, undervolting doesn't damage anything. In your endeavors, make sure you're on the latest BIOS version. Speaking of BIOS, what is the make and model of your motherboard? How are you cooling your processor?

The PSU is one year old. The 3.20.
Previously the BIOS would apply excessive voltage to x3D CPUs at default settings; this issue has been resolved in the most recent BIOS updates. The problem wasn't limited to that, but simply ensure the latest BIOS version is installed and slightly undervolted via Curve Optimizer in BIOS.
That's only true if everything else is hand tuned to be safe.
Lowering the volts when having the same watts target will increase the current (amps) going through the CPU (along the clocks staying higher) and that can have an averse effect on the CPU.
There is a reason that undervolting voids your warranty.
