It can function, but with an AMD GPU the performance won't be excellent. Consider using a shader pack for Java Minecraft. Those options work better and appear more visually appealing than Minecraft RTX. I've noticed that even the non-RT SEUS updated versions look superior to Minecraft RTX. Minecraft RTX relies on path tracing, which highlights the shortcomings of RDNA2 in ray tracing. It's usually wiser to opt for a shader pack.

I mean Minecraft looks good with this as well, and it is also less resource-intensive, but some of game areas in the day look too bright, especially the lighting, and water reflections, as well as God Rays. It's a good mod nonetheless, especially if playing at night.
BSL is lightweight, and uses only a few resources to bring a decent improvement to the game’s graphics. Thus, you won’t have to worry much about any huge FPS drops.
