I have a WD Scorpio Blue, 250gb from 2009. My HP Stream laptop doesn’t recognize the device and I’ve tried compatible software. What steps should I take to access my WD Blue? Which software do I need to download? There’s a gap in the connection issue—please help me resolve it.

I recommend testing it on another machine—either internally through SATA or externally using a SATA-to-USB cable or a dock station.
