I recently started working on building PCs and constructed a budget model featuring an EVGA 1050Ti that was supercloned, essentially factory overclocked. I'm curious if it's possible to downclock it and use it as a standard 1050Ti. Could you please clarify the steps and let me know how it should be done? Thank you for your time.

If you install EVGA Precision X or MSI afterburner, you can reduce clock speeds, but the main reason is likely stability and power efficiency. It probably consumes less energy and works reliably right out of the box.
