So I bought an R5 3600 and a b450m steel legend... things started going wrong soon. I sent my friend the R5 3600 because he needed it for about a week and mine was free just to help him out. He said he'd pay me later, so yes, I did that.

While working on under-voltage tests inside my motherboard settings, I accidentally changed something to 100 instead of the right value. It wasn't even affecting the core voltage directly; it was in the AMD BIOS settings. After that happened, my PC wouldn't show up at all. So I reset the CMOS and the computer came back on with an asrock logo while trying to enter the bios... but I didn't get a chance to test it before sending it off because the cooler was already sitting in the box and things were moving fast. After clearing the CMOS, it started heating up normally again, though nothing could be worse than that! I'm a little scared now.

If your friend says you gave them a dead computer part, then maybe they'll tell you what's true. It sounds okay to me though.

I appreciate your reply, but I'm feeling really anxious about this. I don't know why my brain is spinning so fast; can you tell me if a broken computer board stops me from accessing the BIOS settings? Am I on the right track here?
