Your Steam and your friends' accounts aren't verified yet. If you want to buy CS:GO as a gift, you should be able to play with them even if they aren't your Steam friends.

At least one person needs to be your friend to join, and I’m sure you can reach out to others even if they’re not friends, though I’m not sure if they’ll accept you into the game.
