I possess an i7-4790k that has been overclocked to 4.7ghz, cooled with a Corsair H115i Extreme water cooling setup.

You can safely attempt to, yes.
The answer for 'safe' voltage is somewhere between 1.3V and 1.35V generally.
Provided your board & PSU are supporting it, and your temps are fine, keep going - you have a decent amount of voltage & temp headroom left to play with.
You'll hit a 'wall' eventually where no safe voltage will keep you stable.
