Activate XMP in the BIOS settings. If the configuration causes issues, reduce the speed slightly and attempt again.

I've experienced this before – the machine won't start unless I enter BIOS and adjust the RAM speed to automatic.

Have you experimented with manual settings like 2666Mhz? You could reach out to Corsair's support—they might be able to swap in the RAM or make adjustments since a 3000 rating would likely perform better.

It seems the RAM issue isn't due to the RAM itself, since both kits are identical. Your CPU appears to have a maximum limit of 2133, which might be the cause.

My motherboard is an ASUS X99 Sabretooth, which makes me think it might actually be the CPU.

It seems the processor is the main constraint. Your RAM might be fine, but the CPU is likely the bottleneck.
