I don't understand your point.
It's just 3.5GHz, and that's always going to be that way.

It reaches up to 84 degrees Celsius in just five minutes of playing GTA V. I reduced the speed via ThrottleStop to 2.6 GHz and the temperature dropped to a maximum of 64 degrees Celsius. That’s why I prefer lowering it. However, after turning it off, on the next start it returns to the default setting. I’m trying to find a way to keep it at 2.6 GHz permanently!

Test 90. If it fails, reduce the level. If it's insufficient, increase it. Why haven't you adjusted it before?
