I’m wondering if it’s feasible to underclock the i7-6700 HQ CPU to 2.6 GHz using the Power Options Processor maximum state. If yes, could you let me know the precise percentage reduction needed?
I’m not able to adjust the multipliers through XTU since they’re hidden, and ThrottleStop resets the value each time I shut down, so I’d prefer to do this through Power Options if possible.

No, it alters the maximum CPU utilization rather than affecting the frequency or voltage directly. This could influence them since these are values that change dynamically. Nonetheless, they won't remain fixed at any particular frequency or voltage level.

I want to reduce its speed because it gets too hot while playing games for a brief time!
In just 5 minutes it sometimes reaches 84 degrees Celsius!
I adjusted it using ThrottleStop and temperatures dropped right away!
However, after turning it off, the next time it restarts it goes back to the default settings!
I also tried adjusting it through the XTU, but the multipliers are hidden!

That setting does not affect usage. There is no way to limit usage. There is nothing even allocated in speed, that doesn't even make sense.
Yes it can underclock but you just want the base speed (not lowest speed as it will go to 800mhz at idle) so just go into bios and disable turbo. You could have gotten the answer of max proc state much quicker by just changing the max yourself and seeing.
I'm unable to turn off the turbo in the BIOS. Its maximum speed is 3.5 GHz, but adjusting it to 2.6 GHz while gaming via percentage isn't possible.
You can't.
It's been locked that way by the manufacturer of your laptop.
There is no physical way of doing it.
