Intel CPUs evaluate both static and dynamic power boundaries to decide whether to apply throttle limits. The Dynamic PL1 threshold is capped at 105W. Throughout extended testing, the CPU adjusts throttling according to this value. The minimum display indicates that the limit can fall as low as 60W, which would significantly impact performance. ThrottleStop offers two options: the Sync MMIO feature maintains identical limits for both static and dynamic settings. Setting the static limit to 165W will automatically apply the same value to the PL1 dynamic limit. Alternatively, the MMIO Lock feature removes dynamic restrictions altogether. I favor this method since some devices enter a very low power state when dynamic limits are disabled. Sync MMIO becomes preferable in such cases. Here’s how my desktop CPU appears according to HWiNFO, and here’s the result for my 14900HX laptop after synchronization.

Thank you. The MMIO was synced successfully, but the thermal issue remains. I'll update after finishing the water cooler.
