My CPU is an Athlon x4 840 and I plan to get a Hyper 212 Evo. My current highest voltage at 4.0 GHz is 1.413 volts. Is it okay with this chip to go higher? Thanks so much!

It's likely okay if your device has a heat spreader and 4 plus heat stages.

It could work if you had a really cool fan, but the chip itself is already too hot to keep things working well.

I'm not fully sure because my mom's checking me out right now. I burned one CPU trying to overclock an old Athlon with just two cores.

You shouldn't use more than 1.5 watts unless your motherboard's power supply is strong enough to handle it safely.
