My configuration:
Cooler: masterliquid pro 280
Mobo: gigabyte ga 990x gaming sli ddr3
GPU: gigabyte gtx 1060
PSU: antec vpf550
Ram: kingston hyperx firy 4x4gb 1833mhz

This overclocking manual suggests a 4GHZ processor is probable, but it varies by system.

A straightforward response is.............. yes.
Your PSU appears capable of sufficient power, though the overclock could be limited by its low-quality design. Stable and clean power is essential for optimal system performance during overclocking.

It's unclear what price you're paying or your location. Within its price range it's a decent option, but inexpensive power supplies aren't ideal for overclocking. Overclocking increases power demands and cheap PSUs won't keep the system stable. This doesn't mean you can't overclock, just that you won't achieve higher speeds. You wouldn't be able to run an F1 race in an economy car.
