I recently changed from an A8 5500 to an I3 4130 and a MSI gtx 1060 for gaming. I haven’t upgraded my PSU yet and don’t plan to for a while, so I’m using a 500 watt EVGA 80 plus bronze one. Will I be able to overclock the GTX 1060 without also overclocking the CPU? Thanks in advance!

Based on the power rating, I can tell. A 1060 has a TDP of 120W, meaning the whole setup should use around 250W.

The EVGA is a weak power supply at best, it's not worth risking overclocking the 1060, though small improvements might still occur.

It will still work, though the PSU has low quality as I mentioned earlier.
