Can I use this Intel Core i7 860 / 2.8 GHz (Turbo 3.46 GHz) on the MSI MS-7613 motherboard with an Asus Radeon Strix r9 390x, paired with a 700W power supply? Overclocking is possible if needed. Please let me know. Thanks! 😀

Maybe. But you'll need a board capable of overclocking. That doesn't guarantee hitting 4.0 GHz either.
Not all chips perform equally well under overclocking conditions.

Maybe. But you'll need a board capable of overclocking. That doesn't guarantee hitting 4.0 GHz either.
