I have a gigabyte h97 motherboard and an i5 4590 with Haswell CPU, and I'm thinking about overclocking it. Is it feasible? I'm open to upgrading the motherboard or RAM if needed.

Not really. It's a locked processor (non-K), which means you're restricted to BCLK overclocking—something not advised for everyday use. Next time you upgrade your computer, consider getting overclockable components.
