@Your ThrottleStop screenshot shows Windows 11 Virtualization Based Security (VBS) turned on. You can't use ThrottleStop to lower your CPU voltage while VBS is active. To reduce voltage, you must turn off VBS and core isolation memory integrity too. After you do that, restart your computer, delete the ThrottleStop.INI file from your setup, and start fresh again. Please share a new screenshot of the FIVR window showing the numbers instead of weird values like 0.3799, which means VBS is still on. Your cooling system isn't strong enough right now. When was the last time you opened your laptop to clean it out? You need to blow away all dust and debris inside. If that doesn't help, you'll also need to replace the thermal paste. Honeywell PTM7950 works well for laptops.
