-Set A-
Intel Core 2 Duo 4300 @1.8GHz x2
Intel 82945G Express Chipset Family
This appears to be a 10-year-old machine. Even running Facebook games like Candy Crush causes lag.
The model doesn't mention an 'e' before 4300. Some people refer to it as e4300, but Windows only lists 4300.
-Set B-
Intel Core i5-5200U @2.2GHz x4
Intel HD Graphics 5500
AMD Radeon R5 M230
Lenovo-G50 laptop, manufactured in 2015.
Occasionally the CPU usage reaches 100% during Minecraft modding. Usually the laptop performs adequately.

Your laptop performs much better than the desktop. Both CPUs are already locked, so overclocking isn't possible. The desktop is also locked, and FSB OC isn't feasible on consumer models. You shouldn't overclock laptops either due to thermal concerns. The GPU is overclockable but you don't want that. As for the integrated chipset, just avoid overclocking—it's a waste of effort. My advice is to upgrade and save for better performance later.
