My PSU is Cooler Master MWE 650 V2 80+ Bronze 230V (MPE-6501-ACABW-B). It ranks as tier C on the Cultist Network site. I purchased it in October, so it's brand new. I'm planning to upgrade my GPU to an RX 7700 XT, though the AMD site suggested a 700W+ PSU. Can I still undervolt my GPU to fit it with this PSU? I'm just starting out and would appreciate your advice. Would you recommend specific downvolting software or should I consider getting an RX 6800 instead of the XT because of its lower power use? Thanks.

Note
I haven't been able to buy a new PSU yet since I need to replace my case—it won't fit a 320mm GPU, a 27-inch 2K monitor, and even a new chair (my current one hurts my back). Maybe I can wait about a year before upgrading.

Full PC Specs:
Ryzen 5600X
MSI B550M Pro-VDH
Two 16GB Kingston Fury 3200MHz (XMP set to 3200MHz)
MSI M460 1TB M.2
Adata SU650 128GB (boot drive)
Four case fans
Peripherals (important because it connects to the motherboard)
Keychron V1 QMK keyboard
Logitech G102 Lightsync mouse
Logitech G335 Headset

If you check the page, you'll see that the RX 7700XT offers about 100W of headroom based on wattage, but other factors matter when choosing a power supply unit. Which one are you considering? You mentioned purchasing the PSU recently—would you be willing to exchange it, upgrade your budget, and opt for something closer to a Tier-A model?

Just a note, your setup would gain more benefit from a dual-channel PSU with low latency and DDR4-3600MHz RAM.

I haven’t bought a new PSU yet since I need to replace my case—it won’t fit the 320mm GPU, the 27-inch monitor, or even my current chair, which hurts my back. Maybe in about a year I’ll be able to upgrade.

Coolermaster PSUs have often given poor performance and frequently misrepresent their wattage, a habit that has persisted for years. I wouldn’t risk my investments on a low-quality unit that might fail after a year. If things don’t go well, you won’t blame anyone except yourself.

Keep in mind, the PSU is the core of your system—protect it wisely.

I can't return the PSU, but maybe I can sell it. But money is a problem since I'm still a student.
Problem is, in my country, Tier-A PSUs like Corsair RMe series are rare and expensive. The new 750W model cost ~$150 instead of ~$100, and they're low in stock. Cooler Master is really famous in my country, other than that is FSP, Deepcool, Tier-Cs Corsair, Gamemax and PCCOOLER. The 7700 XT itself cost about $450 and I'm saving my ~8 months pocket money for it.
The only better PSU than my current PSU that's possible to buy at the same time as the GPU is Tier-B Be Quiet! Pure Power 11 700W(there's Tier-B+ Cooler Master GX II 750W, but you said to avoid CM?), but I need to change my plan from RX 7700 XT to RX 6800 (XFX Speedster SWFT 319) since it was cheaper. Do you recommend it?
+Note:
I don't have the time to save more money to buy a $150 Corsair PSU since I have a game development project for April
