Check if the 1050ti by Palit has any power connectors, otherwise it could be risky. Adjusting voltages within the specified ranges shouldn't harm the GPU, but ensure your setup is safe.

the motherboard will only provide it with so much power. the card will use Boost 3.0 to overclock the card without your manually doing it. there is really no reason to attempt to do it yourself since it is done automatically. you will reach power limits anyway with boost doing its thing. any manual oc will also hit these limits and throttle back the card.
so yes you can set the card to any sped you want but it likely won't stay there, nor will a couple hundred mhz make any real world difference. may 1-2 fps if you're lucky.
