Here are my specifications
I5 6600 non k
12gb DDR4 RAM (2 x 4gb Ripjaw and 1 data 4gb @ 2400mhz)
H170m-d3h
Evga sc gtx 970
Evga 500w bronze PSU
Cosair SSD 120gb
Seagate 500gb
In general, I believe I can overclock it because it's a Skylake build

as long as it's not using too much power you should be okay here http://pcpartpicker.com/ you can assemble your computer and check its wattage if it's around 300w it should work. enjoy boosting performance and make sure to stress test

You should be fine as long as you stay under 1400mhz base.
Currently I'm at 1250mhz.
I've seen a 3-5 fps boost in GTA V.
