Motherboard: ASUS PRIME B550M-A
GPU: EVGA GeForce RTX 3060Ti XC Gaming
In short, the GPU fans aren't working (checked on other setups, troubleshooting was extensive). I can't spend money on a new GPU or diagnostics/repair. If this doesn't work, I'll just install CPU fans with some electrical tape and stop trying.

I get what you're referring to regarding the issue, but as described I've already tested the GPU on three other devices owned by friends and family. I didn't realize I had used them before. The PC shop I visited also confirmed the same outcome—everything except the fans worked. My knowledge of this topic is still developing; thank you for your patience. I've disassembled the GPU to check for loose connections or damage, but everything appeared normal. Next steps will involve replacing the fans and proceeding from there. If necessary, I'll connect CPU fans directly to the motherboard, attach them to the GPU, and manually adjust the fan speeds.
Do you have a multimeter?!
You should measure the fan plug/output of the GPU to see if it provides power to the fans in the first place, no sense in spending money on new fans if the card isn't going to power them.
Since you would have to do that with the system turned on do not do it if you have no experience. Go ask that computer shop.
(Also it's goin to be hard to set multiple CPU fans when mobos only support one CPU, use case fans)
I actually think the shop should have performed some tests using a multimeter. Perhaps I'm being overly optimistic...

On specific graphics card models, fans activate once a particular temperature is achieved.

I experimented with it using various programs, including EVGA's, but the fans didn't work. Even with manual adjustments they remained inactive.
