As I mentioned earlier, games can use the CPU in various ways—some are single-threaded, others are lightly threaded or optimized for multiple cores. Some rely heavily on CPU power for minimal draw calls, while others run extensive in-game logic. The CPU's performance is also limited by RAM speed, and sometimes bottlenecks come from I/O issues like disk or network speeds. In short, there are too many factors to simplify everything into a single percentage and keep it useful.
