Yeah, it has been a long time... but just grab the newest version, turn off AVX, and run the blend test first. Check how hot things get and if they stay stable. You can also download AIDA64 Extreme for free to test your CPU even harder. In that program, go to tools and start the stability test.
The Hyper212 is a small fan cooler for a high-end CPU. The Intel 9700K can run at around 200w when turbo mode starts, but it's not going to show great results on that cheap cooler. Try running the game with AVX turned off and your computer set to default settings first. If you want bigger gains, just start small step by step like locking all cores or increasing the clock speed slightly. You probably don't need to touch voltages at this point.
