Just like the title indicates whenever I exceed 1.355 it changes color to warn, suggesting they don't suggest going higher for a reason. I'm curious if 1.355 could reach 4.5Ghz or not. It started at 3.5Ghz with 1.152V. I'm pretty new to overclocking. Thanks for helping.

Which part turned red? BIOS? Have you checked your temperature? Which CPU cooler are you using? Generally, people stay under 1.40v or 85°C during stress tests.
