Could an overheating or shaky computer (overclocked) make your mouse feel slow when you click? Is it really okay to run these crazy testing games with such a weak processor just for fun, since everything else passed but the stress test program only crashed on one specific tool?

I think that is not going to work. Most lag problems come from the graphics card because the mouse moves fast using the GPU. Try this: shut down your computer, unplug the power cord, remove the graphics card, wipe out the slot and clean the parts a little bit, then put it back in. If that doesn't help, uninstall the drivers with DDU and reinstall them from scratch using the newest version. That should fix the problem. An unstable CPU would fail every single test, even Cinebench R15.
