Based on how the tool works, you'll understand its function after trying it.

Identify the elements you should examine. Focus on what you notice; your tendency to overanalyze can lead you to suspect issues that aren't there.

Latency, lag, freeze, crash, noise, overheating, increase in boot time, etc...etc. As mentioned above, you will know if you feel a difference, ofcourse without being paranoid. There is no solution to paranoia if you imagine tings as real that doesnt exist.

If your computer isn't even powered on, don't worry too much—it's probably okay.

When you conduct regular benchmark checks, you can identify performance shifts. But numerous factors besides software changes can also influence results.

You can check if your PC is damaged by seeing if it boots or turns on after a power surge. If it doesn’t, that’s a clear warning sign. For smaller issues, you might not notice right away. Without an old benchmark score, it’s hard to compare and rule out electrical damage from newer drivers or other factors. It might be wise to run benchmarks periodically to help prepare for future outages. This routine could sound excessive, but it can give you peace of mind. If you’re worried about performance after an outage, understanding whether your system is still functioning properly will help you decide if any issues are real or just temporary.

unless you have blown capacitors, etc there's nothing to look for.
make sure you have a higher tier power supply.
and make sure you're using a higher quality surge protector/UPS.
if you have bad enough anxiety that a local power outage or similar drives you nuts like you describe;
there's nothing you can do but take precautions to ensure your hardware is safe.
and talk to a doctor(s) about getting help with your issue.

On another discussion some individuals mentioned saurges might reduce performance, is that accurate?

Everything is
doable.
But it remains unknowable until you observe some signs or indications.
