Absolutely, we're just transferring a game from USB to the internal drive. It's not downloading; it's simply copying. The downloads are getting games from the internet, which is different. If someone tells you no downloading is allowed, you can explain you didn’t do that.

It's completely achievable, though if the USB is low quality you won't enjoy yourself. Of course, it should offer sufficient space for the game files.
