My pc typically displays only Steam, GeForce Experience, and possibly a few Chrome tabs in the background.

Tested with all settings except steam. Still the same.

I recorded 3 videos—1 at 90fps locked, 138fps locked (because of Nvidia Reflex) and the last one at 144fps locked.
I can clearly notice the uneven stuttering in the first two videos compared to the last one. I have no idea why.

Valheim with Vsync activated, no other adjustments, NVCP unchanged, VRR turned off. The same issue persists.

I've essentially updated every component during your search for the problem, haven't you? Have you checked your mouse? The game could run smoothly, but your mouse input might be the source of the stuttering. Would you consider using another mouse? Or perhaps switch to a controller and see if it makes a difference?

I've experienced similar issues with previous games when moving my mouse, but using only keyboard or controller input worked well. Certain titles also tend to have problems at higher polling rates. Try lowering it to the standard 125 Hz.

You also mentioned having GeForce Experience installed. Those stutters are quite similar to what I've faced before with the rotating background recording, which allows saving the last few minutes of gameplay.

Spoiler: periodic stutters are present. (I've stopped using fraps since the latest logging options are much closer to what CapFrameX can offer now.)

These stutters also occurred without recording performance metrics. It would be worth exploring further.

Additionally, any software that could potentially interfere with your games—such as GFE, OBS, RTSS, or AMD's current solutions, including ENB/Reshade filters—might be worth investigating.
