In reality, the sound you perceived didn't need to be present because it traveled through the phone line itself. Most modems offered a mute feature for the speakers. This setting was mainly for indicating that the connection was establishing and functioning properly.

To check if your PC was online, you'd have to rely on other methods since listening to your ears wouldn't work.
