It would be clearer to maintain the tones all the way through the PC directly to the wall, avoiding unnecessary complications

The volume for the modem speaker could be changed using an AT command or a physical dial on external modems. Many users turned off the speaker once the connection was made. While working for a small ISP, the owner preferred all modems to run at full power (around 30 units). He joked that it was "The sound of making money."

It wasn't very noisy. Much quieter than the sound of a phone ringing or typical household sounds from that time.
