We need a proxy with caching capabilities. It should fetch often used files and deliver them immediately upon request. The issue is that many high-bandwidth activities won’t benefit from caching. Games and streaming, for example, are likely to strain your 30 Mbps connection. A solid QoS setup would be more effective.

Yes, you can route traffic through DNS-based proxies. This allows you to centralize proxy configuration without assigning individual settings to each device.
