It seems like the sound is mainly coming from the GPU, not the pump. The variation with FPS suggests it's related to the GPU coil whine.

Several factors may lead to coil whine, including electrical noise from the motor, mechanical vibrations, and changes in magnetic fields.

Coil whine refers to the vibration of a coil inside an inductor as electricity flows through it. It doesn’t pose any risk to your card and won’t impact performance or lifespan. This noise tends to become more apparent at higher frame rates, especially in games with locked framerates like menu screens. On my 2080 Super, I experienced intense coil whine during Mafia 3 at 60fps when it was locked. Other components such as the GPU, RAM, PSU, motherboard, and monitors can also produce coil whine.
